Kirklevington Detention Centre was operational from the 1960s until the 1990s and has been the subject of numerous allegations concerning physical and sexual abuse by staff against young detainees. It was designed to provide ‘short, sharp, shock’ treatment for young offenders aged between 14 and 17 years old.

Over 800 former inmates have come forward to share their harrowing experiences.In 2014, Cleveland Police initiated Operation Magnolia to investigate these allegations. As of today, the investigation is now in its eleventh year. Cleveland Police posted an update on their website on 5th February 2025 recognising the impact the delay is having upon the victims. The Police advised that they have had reports from 818 victims with 21 suspects having been interviewed. 

Regrettably, no convictions have been secured. 

There have been two previous case files submitted to the CPS for a charging decision, but unfortunately whilst awaiting a decision, these suspects passed away. A further four files have been submitted to CPS and a further four are currently being progressed by officers.

Many survivors have expressed feelings of neglect and frustration due to the prolonged investigation.

The journey towards justice for these victims remains ongoing, however, there is support and potential compensation available. Claims have been intimated against the Ministry of Justice and, additionally, applications may be possible to the Criminal Injuries Compensation Authority (CICA).
